17支新報名球隊參加資格賽，通過抽簽分紅5個小組，每組4隊或3隊。進行單循環積分制，每組前兩名和5個小組成績最好的第三名球隊晉級正賽。預賽晉級的11支隊伍與參加過2024年省超的5隊共16隊參加2025年省超正賽階段的比賽。
本屆省超聯賽制止THE R3 寓所在今年度中超、中甲、中乙、五超級職業聯賽和俱樂部U19-U21賽事注冊的球員參賽，確保賽事的業余屬性和公正競爭。別的，每隊可注冊3名牙醫診所設計來自中國噴鼻港、中國澳門和中國臺灣地區的球員，同時上場2名。
